[Compcomm] Deciding a name

I agree that the name selection process was flawed and that we should start 
again. I think that the name should be selected through a democratic process, 
but even in democracy the candidates have to be "qualified" by their 
supporters. Otherwise you would end up with hundreds of choices many of which 
could never be used.

I think Kristian's idea has merit but I'm concerned about the method used to 
drop unqualified names. I'd like to propose an alternative:

- Create a Nominating Committee of 3-5 members who will have the 
responsibility of compiling the list of the qualified names.

- We've already had a least a week to propose names and we've had dozens 
(hundreds?) of names proposed, so I propose only 3 additional days to make 
suggestions.

- Start a new thread on the forum for people to propose names. But rather than 
just having people post names, the submitter will have to do a little 
research. Each submitted name *must* have the following information to be 
considered by the Nominating Committee:
	- Name
	- Available domain names
	- At least one logo idea
	- Perform a web search and list the top 3 conflicts, if any.
	- A brief description of what the name means and why we should use it.
	- A brief description of any known negative connotations or meanings.

- After 3 days the Nominating Committee will select the top 10 names based on 
popularity, marketability, and lack of negatives. They will have up to 2 days 
to review the names and make their decision.

- There will be a poll of the 10 names which will last 3 days. The winner must 
have *majority* of all votes to win. If no choice receives a majority, then 
the bottom 6 choices will be dropped, and we'll conduct another 3 day poll. 
If no choice receives a majority in the 2nd poll, then the bottom 2 choices 
will be dropped and the last 2 choices will make it to the final 3 day poll.

- The polling threads will be locked but discussion will be allowed on other 
threads

In theory this process could take up to 2 weeks, but we don't have a deadline 
here and I think it's important that we get this right. Choosing a name 
should be a unifying event, not a divisive one.
