Excactly my point. I'm no longer so naïve I think that an all out
peace and full friendship is happening anytime soon, but a ceasefire,
mutual respect and basic cooperation is essential. If that is lost,
this project is doomed.

I say, if you feel you could cover it in a neutral tone, please start.
Someone has to. I'd gladly help with jotting something down, as a more
or less neutral party, but I don't have the knowhow to cover the
technical parts of the project.
But it might be a good idea to separate the agreements into a
"community" part and a "technical" part. That way it might be easier
to actually agree more on a point to point basis.
