More important (I think) is getting the correct additional
info as well as marking some bugs as NOTOURBUG and
WONTFIX.

A lot of people use a bug tracker as a support tool, its
important to keep clearing those or it ends up swamping
everyone.

There can always be a second level person who new bugs
are assigned to when the first person doesn't really know
what to do with it.
